AbstractIn this paper, we explore how ‘teaching communication’ in the classroom is connected to school culture. In the age of accountability, the outcome focus force to the forefront, a ‘blame game’ which either blames students’ achievements on the teachers and teacher education, or the students and their socio-economic background. We argue that to succeed with teaching and learning is dependent on the school culture more than the single teacher or the students’ backgrounds. School culture is understood as attitudes, communication, student focus and engagement. The aim of this paper is to find the role played by non‐governmental organizations (NGOs) in the implementation of the active labour market policies (ALMPs) of Finland and Sweden, and also the relationship that the NGOs have with the government of the two countries.Design/methodology/approachTwo NGOs were selected in Finland and one NGO was selected in Sweden for the data collection. Further, police work is surrounded by multiple pressures to make it both economical and effective. Consequently, there are multiple institutional logics in decision-making which may affect the selection and the use of police key performance indicators (KPIs). The paper addresses a puzzle resulting from the current global state of alert: the coronavirus pandemic brought us back to the world of the allegedly sovereign nation states with borders and national governments in charge, yet in fact, this retrieved sovereignty looks very vulnerable and precarious. We explain this controversy through a triad of concepts—sovereignty, governmentality, and post-liberalism—that we apply to an analysis of a corona-imposed state of emergency in Estonia and Finland. Abstract This article presents a comparative study of the barriers to open e-learning in public administrations in Luxembourg, Germany, Montenegro and Ireland. It discusses the current state of open e-learning of public administration employees at the local government level and derives the barriers to such learning. The purpose of this chapter is to analyse the main sociocultural factors and their impact on female entrepreneurship in the innovative service sector in Catalonia (Spain) and to establish differences to male initiatives using the institutional approach as a theoretical framework. Based on a comparative case study, the principal findings suggest that social networks, role models, entrepreneurial attitudes and family context are important determinants of female entrepreneurship. National context and teacher characteristics : Exploring the critical non-cognitive attributes of novice teachers in four countries

The purpose of this article was to examine what education professionals in four countries (England, Finland, Malawi, and Oman) deemed as the critical (i.e., most important for effective teaching) non-cognitive attributes of novice teachers. Results from an iterative comparative case study showed that participants consistently judged certain attributes of novice teachers as critical, i.e., empathy, organization, and resilience. However, there was also differential importance placed on teachers’ relationships with the community, reflecting theorized cultural differences.
